Inmates gather outside their jail cells Wednesday during an inspection at the Manila City Jail in the country’s capital by members of the Bureau of Jail and Management Penology, the Manila Police District and the Philippine Drug Enforcement Agency as part of an operation to reduce contraband in jails around the country.
