State-owned National Transmission Corp. said it is open to become the local partner of state-run China Telecom Corp., which is being eyed by the government as the country’s third telecom player.

TransCo president Melvin Matibag said the company could team up with China Telecom because the Chinese company would need a local partner under rules on foreign ownership.

“They  have the technical expertise in operating telecommunications and TransCo has the facilities to offer,” he said.

Matibag said TransCo owns the fiber optic facilities that could be utilized for the broadband network to bring internet access nationwide.

“We want to push TransCo to be part of whatever project it is because considering the owner of the facility is TransCo.  This is also in support of the pronouncement of the president to encourage a third player,” Matibag said.

“We can be the 60 percent. The 40 percent is the technical and financial capacity,” he said.
